On June 20, 2024, Russian President Putin ended his visit to Pyongyang after 11 hours of talks with North Korean leader Kim Jong-un, signing a new comprehensive strategic partnership treaty for joint defense between the two countries and elevating their relationship to a quasi-alliance. The US, Japan, South Korea, and NATO expressed high concerns, while China, North Korea's big brother, avoided direct comments. The formation of a Russia-North Korea alliance has raised worries in South Korea, with the Foreign Ministry expressing regret over military cooperation announced in violation of UN Security Council resolutions. South Koreans are concerned about the potential threats posed by the new alliance. Western military alliance NATO immediately issued a warning, emphasizing the importance of uniting free democratic countries against authoritarian regimes like North Korea, China, Iran, and Russia. However, Chinese reactions showed unease with the Russia-North Korea 'honeymoon,' as they do not want the international community to perceive the formation of a trilateral coalition with China, Russia, and North Korea.
