The court found the actions taken by Cai, such as assisting with construction projects and landscape maintenance, were not substantial enough to sway voters' intentions. The prosecution appealed the ruling, but the High Court upheld the decision, stating there was no concrete evidence of vote buying. Additionally, the court also dismissed the prosecution's civil lawsuit seeking to invalidate Cai's election. The court concluded that Cai's provision of services to the community did not constitute a quid pro quo relationship with voters, thereby maintaining her innocence based on the presumption of innocence principle.
