During a speech at the 100th anniversary celebration of Huangpu Military Academy, President Tsai Ing-wen reiterated the 'mutual non-subordination' new two-country theory and emphasized the rejection of surrenderism represented by 'first battle is the last battle'. Retired General Li Zhengjie pointed out that Tsai's strategic concept involves urban warfare, where the first battle aims to set favorable conditions for decisive battles, such as paralyzing radars, bases, and airports with missiles and then carrying out subsequent amphibious landings. This strategy is seen as aligning with US military concepts and aims to exhaust the enemy before the US intervenes. Li also criticizes Tsai's approach as catering to US military strategy rather than safeguarding Taiwan's interests.
