Civic groups announced the 'Bluebird Action' returning to the Legislative Yuan as the Parliament Reform Bill review will be voted on the 21st. They planned three days of citizen forums on Jinnan Road, but Taipei Police were reported to hinder their gathering, prompting DPP Legislator Fan Yun to question if Jang Wan-an was involved. Jang Wan-an clarified that he gave three clear instructions to the police: 'Follow the law and regulations, prioritize safety, and ensure the rights of the public to gather.'
