Both the victim and the perpetrator, surnamed Yan and Chen, were elderly individuals listed by the social services department as living alone, receiving periodic care and apartment matchmaking assistance from the department. The suspect, who required regular dialysis, unexpectedly killed the blind victim, turning their rental into a crime scene. The victim, suffering from diabetes-induced blindness, mostly stayed indoors, had medical visits at home, and lived with two roommates in Wanhua, Taipei. The suspect, who moved in last year and was hospitalized for cancer, and the victim's son highlighted the victim's active church involvement and assistance to others in need. The Social Services Department, although regularly visiting such cases, was surprised by the tragedy, prompting questions about their monitoring practices.
