On June 25, 2024, Russia's former Defense Minister Sergei Shoigu and Chief of Staff Valery Gerasimov were issued arrest warrants by the International Criminal Court (ICC) in The Hague, Netherlands, for attacking civilian targets and committing crimes against humanity during Russia's aggression in Ukraine. While Russia and its allies are not ICC members and the warrants have limited practical impact, Shoigu and Gerasimov join President Putin on the list of internationally wanted war criminals, facing potential trouble when visiting ICC member countries.
