Former Russian Defense Minister Sergei Shoigu and Chief of Staff Valery Gerasimov were recently issued arrest warrants by the International Criminal Court (ICC) for alleged war crimes and crimes against humanity during the Ukraine-Russia war. Ukraine welcomed the warrants, while Russia dismissed their importance, with the Russian UN mission stating the warrants were 'not important.' Although the ICC issued the warrants, they do not have the authority to make arrests, relying on member states for enforcement, indicating that individuals like President Putin, who has been wanted by the ICC since March 2023, are relatively safe within Russia where ICC enforcement holds little weight.
