Sen. Lindsey Graham, the top Republican on the Judiciary Committee, has announced that he will block Senate Democrats' attempt to unanimously pass a Supreme Court ethics bill. The bill aims to introduce new rules for disclosing gifts and travel, requiring justices to publicly explain decisions to recuse from cases. Despite Democrats' doubts, Senate Majority Leader Chuck Schumer is considering bringing it up for a vote under the normal process, as the legislation can't break a filibuster on the Senate floor without 60 votes due to no Republican support.
