Japan and the Philippines, both with historical grievances from their occupation during World War II, have chosen to strengthen defense cooperation to jointly counterbalance Beijing's increasing assertiveness in the South China Sea. In a milestone agreement, the two countries' defense chiefs signed a Reciprocal Access Agreement allowing their militaries to enter each other's territories for joint military training. This marks Japan's first defense pact in Asia and signifies significant progress in defense collaboration for both countries.
