Last August, the twin-city forum between Taipei and Shanghai was held after the pandemic, serving as a significant exchange activity amid the strained cross-strait relations. This year, Shanghai's Taiwan Affairs Office Director Zhong Xiaomin suddenly visited Taiwan to discuss the upcoming forum with Taipei Mayor Jang Wan-an. With tensions in cross-strait relations, Zhong's visit garnered attention as to whether it can maintain interactions and foster warmth between both sides. Zhong, born in 1972, has an engineering bachelor’s degree and a law Ph.D. She has been in various roles in Shanghai and has been actively promoting services for Taiwan compatriots, businessmen, and youths since becoming the Taiwan Affairs Office Director in February 2021. Zhong's visit is considered the highest-level mainland Chinese delegation to Taiwan in over four years, signaling a potential easing of communication levels between both sides under Taiwan President Lai Ching-te's administration.
