On June 10, 2024, debris-filled balloons believed to be from North Korea were spotted near Incheon, South Korea. In response to South Korean defector groups floating balloons criticizing North Korea, Reuters reported that North Korea also released 'trash balloons' to retaliate. South Korean police chief Yoon Hee-geun stated that there is no legal basis to stop South Korean organizations from distributing leaflets to North Korea. Despite concerns about the 'trash balloons' posing a threat, current laws require a specific threat to be present for leaflet distribution to be prohibited towards North Korea, with legislation needed for a solution. Yoon mentioned the need for a decision based on North Korea's actions, should the threat escalate. South Korea has warned about the hazards of the balloons, with some suggesting they could be viewed as a serious threat if North Korea continues the launches.
