With the arrival of the era of declining birth rates, many schools are facing the crisis of closure. To safeguard enrollment quotas for other schools, Changhua County has set up regulations limiting the number of students admitted to 15 junior high and elementary schools in the county. Changxing Junior High School, which has achieved outstanding results in clubs and academic performance in recent years, found itself unable to admit 168 students this year, causing distress among parents. Due to its exceptional performance in recent years, many parents from nearby towns have been trying to enroll their children there by crossing school districts, leading to the establishment of total enrollment control measures by the county government to protect quotas for students in other schools. This year, Changxing Junior High School accepted 493 new students but had 661 applicants, resulting in 168 students being put on the backup list and only being able to receive their graduation certificates while waiting. Some parents complained that even though they lived in the school district, their children couldn't be admitted because the household was registered under an uncle's name. There were also complaints on a Facebook group about being forced to transfer to a more distant school despite living nearby, with remarks questioning the county government's actions and whether the county magistrates were listening to the public's voices. In response, the education department explained that according to the regulations, uncles are considered distant relatives and can only be placed fourth in order of admission, and since the school does not consider over-enrollment to maintain teaching quality, they will assist in redirecting students to nearby schools for enrollment.
