On June 14, 2024, at 3:35 am, the United Daily News reported that Taipei City Councilors Li Zhong and Huang Xinhui called for amendments to the Financial Planning Law to improve local finances. They proposed changing the current financial allocation ratio from 7:3 central to local to 6:4 to strengthen local finances and alleviate citizen debt. They criticized the current system where the central government often requests, and local governments have to pay for, various social welfare and educational policies, causing ongoing financial deterioration at the local level and fostering central-local conflicts.
