Former Taipei Mayor Ko Wen-je initiated the 'smart city' policy, requiring the Taipei Water Department to fully install smart water meters in Taipei, totaling 1.68 million households. After incumbent Mayor Chiang Wan-an discovered the project would cost over 8 billion NTD, posing financial challenges and squeezing other project budgets, adjustments were made to prioritize the replacement for 48,000 high-volume users. The City Council is currently reviewing the water department's budget, with concerns raised about the initial estimation being too optimistic and questioning Ko's decision-making. The phased implementation plan aims to eventually cover all households while addressing financial constraints and ensuring efficient water management.
