A 40-year-old man surnamed Zhou in Sanchong District, New Taipei City, was arrested for stealing high-end bicycles due to drug addiction, caught twice by Taipei City Criminal Investigation Division and detained. Zhou, with a history of theft and drug offenses, was found to have committed at least 29 thefts in the past six months, totaling around NT$800,000. Arrested near public transportation stations, he sold the stolen bikes at a fraction of their value on second-hand websites. Despite being arrested once, Zhou continued his criminal activities, leading to further arrests and detention.
