Taipei's Chun Shui Tang Worker Dies from Electric Shock! Manager Not Prosecuted for 'Site Tampering'

In January 2023, a 23-year-old worker surnamed Zhang and his colleague were installing a smoke detector in the employee break room on the second floor of the renowned restaurant Chun Shui Tang in Neihu District, Taipei, when Zhang accidentally touched a leaky electrical device and died from electric shock. Following this accident, the owner surnamed Liu and the manager surnamed Shi of Chun Shui Tang were investigated for violating occupational safety and health laws, but were ultimately not prosecuted due to insufficient evidence. It was suspected that Shi's quick instructions to check the kitchen exhaust fan motor and rewrap exposed wires was seen as tampering with the site. The district prosecutor's office concluded that neither Liu nor Shi had the relevant background to supervise or command Zhang effectively at the scene, thus deciding not to prosecute them.
