In an incident in Taipei's Wanhua District on June 9, 68-year-old Chen brutally killed his 78-year-old landlord, Yan, over rent arrears. After the crime, Chen fled to his hometown of Hsinchu but later surrendered to the police. The prosecutor deemed Chen a flight risk and approved his detention. Prior to the murder, the victim, who was visually impaired, had rented part of his property to Chen, a low-income tenant. The conflict escalated due to Chen owing 7,000 NT dollars in rent monthly for the past three months, leading to the fatal confrontation. Chen fled the scene after the crime but eventually turned himself in.
