Keelung, positioned as a 'maritime hub' and adjacent to New Taipei and Taipei, which are part of the same living circle, has begun investing resources to gather citizens' support for merging and upgrading to a directly-controlled municipality with Taipei and New Taipei, in order to seek more urban development resources. However, concerning administrative adjustments and regulations, Taipei and New Taipei are still implementing 'substantive integration' in terms of administrative services. This has sparked discussions on whether Taiwan should add more directly-controlled municipalities, with various opinions on the matter.
