The Ministry of National Defense plans to upgrade the widening project of the Guanshan Outer Ring Road in the Tai 9 highway expansion plan to a military runway, potentially leading to the disappearance of approximately 500 hectares of arable land. Taitung residents strongly oppose this development, suggesting a shift of the route eastwards to use the Binan River embankment road instead. Taitung County Chief Rao Qingling and Guanshan Township Mayor Peng Chengfeng, along with Nationalist Party MPs Huang Jianbin and Huang Ren, led 80 residents of Guanshan to the Legislature to voice their concerns. The Air Force Command stated that they have held multiple coordination and explanation meetings in the Guanshan area with the county government to address residents' concerns and will carefully assess the situation based on feedback from the public.
