In the early morning of June 18, 2024, fishermen in Penghu encountered a suspected PLA submarine floating on the surface. Su Ziyun, Director of the Strategic Security and Resources Research Institute at the Institute for National Defense and Security Research, speculated three possibilities: technical failure, changes in seabed topography, or a deliberate show of force by China. Su indicated that based on the trajectory, the submarine was likely returning from south to north for routine maintenance and not targeting Taiwan. The incident exposed a unexpected presence of a Chinese submarine in the Taiwan Strait. Su also mentioned that strategic submarines like the 094 ballistic missile nuclear submarine rarely float, but due to the risk of running aground, the captain may have chosen to surface. This situation was similar to 2019 when a 094 submarine was spotted floating by Vietnamese fishermen in the South China Sea, making it difficult to directly conclude a mechanical failure.
