Mainland Affairs Council Chairman Qiu Chui-zheng responded to a proposal by Kuomintang legislators Chen Xuesheng and Chen Yuzhen to open up public construction projects in outlying island areas for Chinese companies, stating that the project may involve major public infrastructure such as airports, ports, and bridges, and raises national security concerns to prevent infiltration from mainland China. Therefore, the council cannot currently agree with the proposal, and will further explain the issue to legislators. Qiu emphasized that the council has regulations regarding Chinese investment, personnel entry into restricted waters, and other relevant measures to safeguard national security.
