Cheng Wen-tsang, the chairman of the Straits Exchange Foundation, was detained on suspicion of corruption related to the proposed changes in the Linkou Specific Area Plan for expanding the industrial area. During his tenure as Mayor of Taoyuan, a 9.5-hectare piece of land was involved in attempting to rezone for agriculture, resulting in an attempted bribe of tens of millions of New Taiwan Dollars. Reports also suggest the possible involvement of the sons of a 'political bigwig'.
