On June 18, 2024, former Taiwan Navy captain Lu Lishi identified a rare event where what is believed to be a Chinese 094 ballistic missile nuclear submarine was seen floating in the waters near Kinmen. Lu concluded that it was not the previously speculated 096 ballistic missile submarine. Lu explained that the 094 submarine was likely navigating in the shallower waters of the Taiwan Strait, where deep diving is not suitable, and its ability to surface can help avoid detection. Based on analysis comparing photographs taken by local fishermen, Lu determined the submarine's location just outside China's territorial waters, approximately 11.98 nautical miles away, with Kinmen's Lieyu Harbor 25 nautical miles away to the United States having reached a consensus ahead of time.
