According to the CDR case discussion meeting in certain counties, an increase in newborn mortality rate in Taiwan was linked to an excessive registration phenomenon caused by families applying for birth allowance before a baby's death, leading to the issuance of birth and death certificates for financial incentives and funeral subsidies. Research shows adjustments made the country's PR47, lower than the previous PR60, but still behind countries like Japan (PR3) and South Korea (PR13). Suggestions include relaxing birth allowance conditions to address the issue and avoid the adverse effects of rising newborn mortality rates.
