On June 18, 2024, at 2:30 am, the Navy introduced a reward system to encourage fishermen to report unidentified warships. When fishermen in Penghu found a surfaced submarine believed to be a 094-class nuclear submarine while fishing in the morning, they could receive up to NT$30,000 for reporting a Chinese military vessel within 24 nautical miles, with the possibility of additional rewards for high intelligence value reports. The Navy's reward system aims to identify foreign ships in Taiwan's waters with the help of fishermen to enhance maritime security.
