Former Taoyuan mayor and head of the Taiwan-HK Economic and Cultural Cooperation Council, Cheng Wen-tsan, was alleged to have accepted bribes during his tenure. A special investigation team had monitored a conversation where a white glove, implied to be the son of a Taiwan Polypropylene consultant, mentioned transferring 5 million NTD to Cheng Wen-tsan, which was captured on camera at Cheng's official residence. The son left promptly after secretive signals and mentioned leaving money under the table; however, Cheng claimed he was unaware of the exchange. The case involved loan repayment and possible misappropriation, and investigations are ongoing.
