Taiwanese scholar Cheng Li-chen, an honorary professor from National Taiwan University's social work department, pointed out various deficiencies in the social welfare network. She emphasized the need to readjust the screening and dispatch mechanisms to improve individual case management effectiveness, increase the opening rate, and address the issue of short case opening times due to uneven distribution of social work manpower. Cheng also suggested integrating private resources to enhance service capacity and establish clear responsibilities and cooperative mechanisms within the welfare system.
