Zhuang criticized Han for skipping his turn to speak, leading to an argument where Han questioned Zhuang's authority. Tensions escalated as Han changed the speaking order to favor the KMT, drawing criticism from the DPP. The confrontation eventually caused the negotiation to be momentarily paused.
