The Environmental Protection Agency reported that the average fuel economy increased to a record high of 27.1 mpg, but the auto industry as a whole faced a deficit of nearly 11 million metric tons in credits, with GM leading the losses. Despite these challenges, the industry maintains a surplus of credits for future compliance.
