A male toddler surnamed Luo, who was under 2 years old, lost consciousness due to fever two years ago and was sent to the hospital by the foster caregiver Tsai. Despite emergency treatment, the toddler did not survive. Multiple injuries were found on the child's body, leading to the exposure of the case. Prosecutors in Shilin District indicted Tsai on charges of family violence and fatal abuse. Tsai and her husband became foster parents to Luo and his younger sister. Starting in April 2022, Tsai physically abused Luo with a rubber scraper, causing extensive bruising, which eventually led to his death from severe injuries. The case was brought to light after the hospital reported it, and Luo's biological mother later filed a lawsuit. Prosecutors accused Tsai of violating the Child Welfare and Protection Act and the Criminal Code for intentionally causing harm and abusing a minor under 18 years old.
