Yahoo Japan reports that Tokyo's Shibuya district has passed an amendment to extend the outdoor alcohol ban, previously limited to Halloween and New Year's, to a year-round permanent rule starting in October this year. Due to issues caused by tourists and young people drinking around Shibuya Station, the prohibition aims to address disturbances and littering. The ban will be enforced from 6 pm to 5 am, with patrol teams monitoring and advising violators without fines.
