Ukraine Faces Shortage of Soldiers: Government Offers 'Military Service in Exchange for Parole' to 27,000 Prisoners, Possibly Deploying Them to Russia-Ukraine Frontline

According to the Associated Press on July 1, 2024, after over two years of full-scale conflict with Russia, Ukraine is expanding its conscription to address severe manpower shortages on the battlefield, including prisoners for the first time. Prisoners meeting certain conditions can opt for military service in exchange for a chance at parole. It is estimated that around 27,000 prisoners may be eligible for this new initiative, with over 3,000 convicts already applying for conditional release to join the Armed Forces.
