Legislator Lin Yueqin pointed out the need to strengthen the penalties for unlicensed drivers by referring to foreign driver management practices and domestic drunk driving prevention experiences, in response to the frequent incidents of unlicensed driving violations and accidents in the country. Statistics show that the number of unlicensed driving violations and accidents has been increasing annually by about 22%, causing approximately 70,000 deaths and injuries each year over the past five years. It is suggested to implement measures such as clarifying the rules for impounding vehicles and enforcing joint penalties to create a safer traffic environment for the public.
