Ruan Fangyong, a Chinese national, was caught on June 9th driving a speedboat from Fujian straight into the mouth of Tamsui River and arrested at Fisherman's Wharf by coastguard personnel. Despite claiming to seek freedom, suspicions arose that it was China testing gray zone tactics. To clarify Ruan's motive, Shilin District Prosecutors' Office interrogated him for violating the Immigration Law and facing the risk of fleeing, leading to his arrest and detention without visitation. Ruan, who had served as a naval vessel captain in China, declared his journey to Taiwan was prompted by restrictions on his freedom of speech in China via WeChat posts.
