The US and Vietnam are negotiating a trade framework that would impose varying tariffs on goods based on their foreign content, with exports containing the most foreign components facing rates over 20%. Vietnam, heavily reliant on China for raw materials, is under pressure to combat trade fraud and manage its relationships with both the US and China. Prime Minister Pham Minh Chinh hopes for positive negotiations before a new reciprocal tariff rate of 46% takes effect on July 9.
