Harrison and Mamaroneck in Westchester County, New York, have agreed to construct a $138 million filtration plant by July 2029 to protect the water quality for 120,000 residents under a consent decree with the US Environmental Protection Agency and federal prosecutors. The municipalities and the Westchester Joint Water Works resolved allegations of violating federal safe drinking water laws in 2019 and failing to meet a filtration plant deadline, leading to water treatment byproducts exceeding federal limits. Harrison and Mamaroneck will pay for the plant through bonds, bond anticipation notes, or a loan agreement with the New York State Environmental Facilities Corporation, and the Westchester Joint Water Works will also pay civil penalties and fund water quality projects.
