Xi emphasized the need to address weaknesses in original innovation ability and shortage of top technological talents, particularly in areas like integrated circuits, industrial machine tools, basic software, and advanced materials. The US Treasury Department's proposed investment restrictions targeting tech critical to national security escalated the tech battle, prompting China's Commerce Ministry to call for fair competition and oppose the limitations. Xi reiterated China's commitment to becoming a leader in science and technology by 2035 to boost economic, defense, and national strength.
