Taipei District Prosecutors' Office Successfully Appeals, Involving Corruption Case of Taoyuan Mayor Cheng Wen-Tsan, Veteran of Taiwan Plastic Corp Yang Zhao-Lin Released on Bail of 10 Million Again

Yang Zhao-Lin, the former general manager of the Taiwan Plastic Corporation who is nearly 90 years old, appeared in court on July 17, 2024, with the judge ruling to uphold his 10 million bail and travel restrictions for the second time in connection to the corruption case involving Taoyuan Mayor Cheng Wen-Tsan. Despite being twice released on bail, the High Court found the suspicion of Yang's involvement in bribery significant and remanded the case back to Taipei District Court for further review. The case involves allegations of bribery in a land redevelopment project, with Yang, along with others, suspected of attempting to bribe Cheng. The development company they formed post-retirement is also implicated. The High Court deemed the Prosecutor's appeal reasonable and ordered a retrial. Taipei District Prosecutors' Office suspects irregularities in a land redevelopment project in Lin-Kou industrial zone, where private landowners sought to redevelop their land into residential areas. It is alleged that Yang, Hou, and Liao tried to facilitate the project through bribes. While Yang was released on bail, others involved were detained. The High Court acknowledged procedural flaws and sent the case back for review. Taipei District Prosecutors' Office's successful appeal led to a second retrial, indicating the seriousness of the case.
