Speeds dropped to 17 kilometers per hour. Other sections like Highway 1 from Diding to Xiataiyou also experienced severe congestion with speeds as slow as 16 kilometers per hour. The National Freeway Bureau predicted heavy congestion in various sections later in the afternoon, advising drivers to stay updated on road conditions through their website and app to avoid congested areas and time periods.
