On July 2, 2024, AIT Director Sun Xiaoya received the 'Special Diplomatic Medal' from Minister of Foreign Affairs Lin Chia-lung, marking the end of her 3-year term in Taiwan as she departs later this week. Sun Xiaoya expressed witnessing the continuous expansion and deepening of relations between the U.S. and Taiwan, emphasizing that despite evolving international situations and increasing complexities of challenges faced, the enduring U.S.-Taiwan relationship will only grow stronger. Minister Lin Chia-lung commended Sun Xiaoya for her significant contributions to deepening the substantial partnership between Taiwan and the United States during her tenure, highlighting unprecedented progress in various areas of cooperation and efforts to expand exchanges on public health, cybersecurity, energy, and more with third countries through the Global Cooperation and Training Framework (GCTF). The recent 'Civilian Training Workshop' in Taipei, attended by representatives from 27 countries including the U.S., Canada, Japan, Australia, and Finland, focused on topics such as alarm system utilization, evacuation shelter planning and management, NGO cooperation mechanisms, and included visits to Taiwan's civil defense facilities. Scholars noted the symbolic significance of Taiwan and the U.S. broadening discussions on civil defense through the GCTF as a step towards comprehensive partnership, with potential future expansion into quasi-military areas like grey zone operations or cognitive warfare, as well as increased regional partner cooperation.
