During an interview with ABC host Stephanopoulos on July 6, 2024, President Biden, although not making many verbal flubs or stutters, at times seemed incoherent and off-topic in his responses. He showcased his achievements, claiming 'I'm the man who made Japan increase its budget.' It is speculated that Biden was intending to argue that Japan increasing its defense budget was a result of his persuasion of Japanese Prime Minister Fumio Kishida. While Biden mentioned the type of budget this time, his repeated 'gaffes' might once again call into question his understanding. When asked if he could serve as president for another 4 years, Biden boasted about his diplomatic achievements as U.S. president, not only mentioning Japan but also stating 'I unified NATO' and 'I compelled non-European countries to support Ukraine.'
