The live-fire exercise of the Taiwanese military's 'Han Kuang 40' drill is set to take place in late July, focusing on decentralized command and control where junior officers are required to possess the capability to independently engage in combat if communication with higher-ups is disrupted. This has sparked discussions on whether platoon leaders have the authority to order missile launches in case of signal loss. Former Air Force Lieutenant Colonel Chiu Shih-ching pointed out the Defense Ministry hasn't fully clarified this matter, emphasizing that platoon leaders already have the autonomy to make decisions under such circumstances, not because of the current situation. The exercise will also test last year's revised Rules of Engagement with decentralized command being a key element.
