With a decrease in the number of children and an increase in operating costs, news of private kindergartens shutting down has become common. Even public kindergartens are finding it difficult to recruit teachers, highlighting the increasing challenges in operating kindergartens. Policies related to childcare employment have led to spokesperson Huang Qiaoling stating that whether public or private, kindergartens operate with profit in mind, and increasing public kindergartens could help ensure the overall preschool education environment. The difficulty in operating kindergartens includes challenges in finding teachers, raising salaries for education and care staff, increasing rent and utilities, while the number of children being enrolled is decreasing year by year.
