Starting from June 14, Keelung City's Public Welfare Youth Electric Scooter policy has implemented a quota system for applications in various districts, leading to chaotic situations with citizens queuing overnight. Due to a surge in applications, the government limited daily quotas to 30 in Anle District and 20 in other areas, causing intense dissatisfaction. This resulted in citizens queuing overnight, with some resorting to proxy queue services charging up to 500 NTD per hour, causing further disputes. Authorities attribute the quota control to budget constraints and plan to introduce a new scheme in October, including a one-time vehicle subsidy without brand restrictions.
