A mainland Chinese man was arrested by Taiwan Coast Guard near Tamsui River mouth for attempting to cross over to Taiwan on a speedboat. Kuan Pi-ling, head of the Mainland Affairs Council, acknowledged a 'misjudgment' that led to the delay in interception, later revealing that the man was a former Chinese naval officer who claimed to be fleeing persecution for anti-government remarks. The incident highlighted the need for improved surveillance measures and disciplinary actions for the negligence in handling such cases.
