The upcoming Han Kuang Exercise 40 in July will introduce groundbreaking changes, shifting away from scripted combat and eliminating large-scale live-fire artillery demonstrations. This exercise is seen as the closest to actual combat and has gained unanimous support from legislators across parties. However, opposition party lawmakers have cautioned that while the direction of reform is correct, the key lies in truly implementing the changes rather than putting up a superficial front. The Legislative Yuan's Foreign Affairs and National Defense Committee has scheduled Defense Minister Chiu Kuo-cheng and Chief of General Staff Huang Shu-kuang to report on the implementation of this year's Han Kuang Exercise, with this being the first time in over 20 years that the Chief of General Staff will report to the Legislative Yuan.
