Divergent Stances on Bill Name in the Legislature: Minister Liu Shih-fang Sends Draft of 'New Immigrant Rights Protection Act' to Legislative Yuan

Minister of the Interior, Liu Shih-fang, stated that the Ministry of the Interior has completed the draft of the 'New Immigrant Basic Law' and has submitted it to the Executive Yuan for review. The Legislative Yuan's Internal Affairs Committee reviewed the drafts presented by DPP legislators Luo Mei-ling and Wang Mei-hui titled 'New Immigrant Rights Protection Act' as well as drafts from the KMT and People First Party titled 'New Immigrant Basic Law,' resulting in seven different versions; however, the Executive Yuan's version was missing. Minister Liu mentioned that the Ministry's draft is named the 'New Immigrant Rights Protection Act' instead of the 'New Immigrant Basic Law' to avoid conflicts with existing laws such as the 'Hong Kong and Macao Regulations' and 'Cross-Strait Relations Regulations'. The bill aims to protect the rights of new immigrants in various aspects before they become citizens of the Republic of China, covering education, culture, social welfare, residency in Taiwan, and more.
