In response to appeals from multiple universities to relax the restrictions on direct Ph.D. admissions to avoid wastage of quota, the Acting Director-General of the Higher Education Bureau, Liang Xuezheng, stated that the policy would be reconsidered by the Ministry of Education. Currently, there is a dual restriction on direct Ph.D. admissions, with a 40% quota limit and constraints based on vacancies in the Ph.D. program for the year. Universities are pushing for a more flexible system to utilize the quotas more effectively to prevent wastage, which is under review by the ministry.
