In the 26th annual Hong Kong report released by the EU since the handover of sovereignty to Beijing, the report focuses on the political and economic developments in Hong Kong in 2023. It mentions the reform of the July Hong Kong District Council elections, which resulted in a sharp reduction of directly elected seats to less than one-fifth. Opposition parties were unable to organize fundraising activities, and the December District Council elections saw a record low voter turnout. The report also discusses the first cross-border implementation of the National Security Law in Hong Kong, as well as various cases related to democratic figures and media freedom. Ahead of the EU-China human rights dialogue this weekend, human rights organizations have called for the EU to suspend the dialogue due to the ineffective past 38 rounds of human rights dialogues with Beijing, citing ongoing human rights abuses in China and Hong Kong among other regions.
