Scholar Luo Chengzong stated that according to current regulations, if a reconsideration fails, the Executive Yuan can only accept laws formulated by the parliament. After the rejection of the Executive Yuan's reconsideration of parts of the 'Parliament Reform Act' in the Legislative Yuan on June 21, according to the Constitution, the Executive Yuan has only one option, to accept legalities. Subsequently, constitutional litigation (constitutional interpretation) can be filed, yet this involves not only impacting the Executive Yuan and its affiliated agencies but also the responsibilities of the Presidential Office and the Control Yuan, requiring each unit to make submissions. Professor Luo mentioned that apart from seeking constitutional interpretation, many are also discussing 'presidential dissolution of the parliament,' which, as per the constitutional provisions, must be predicated on a 'vote of no confidence.'
